FY ‘99 Challenges (Billing Metric)
Background. Last year the NPTF reviewed various billing metrics other than IP addresses. In the end, the IP address metric was selected for FY ‘99.
Problem. There are still some problems with the current metric. These include: not all addresses are charged equally (“public spaces”, printers, servers, “reserved” addresses, classrooms, etc.).
Potential Solution. Charge all IP addresses equally and at a lower rate or give all schools above addresses free but charge remaining IP addresses at a higher rate to all.
Issue. The use of DHCP will further complicate issue. Consistent billing practices need to be developed for schools/buildings using DHCP.
