5. Fiber circuit rental charges were implemented in FY 1999.
6. All new services should be charged at actual costs.
7. The $866,675 of allocated costs that is currently being collected from the schools to pay for the initial loan for conduit, fiber, electronics, etc., should continue to come to ISC Networking after June, 1999 when the debt service is retired.
8. The NPTF recommends that these monies be used for remedying the single biggest point of catastrophic failure in the network - the central routing core. The core should be distributed from one to six locations with single mode fiber linking the routers.
