It appears the only fair way to charge for network usage is to have two CSF rates: one for residential customers and one for non-residential customers. It is possible that the residential rate would be higher than the non-residential rate, if increased levels of Internet capacity are necessary. We will work with the College Houses to develop a full service profile of data, voice and video services for the students.
Beginning FY2003, it is assumed that all building entrance equipment will be on a four year replacement cycle. Currently, 50% of buildings have Fast Ethernet (100 Mbps).
